Can a person be referred to a psychologist from the Emergency Room?

My 24 year old brother has been suffering from panic attacks & irrational thoughts for the past 3 weeks. The anxiety is really getting to him and his depression is getting worse. He's is hysterical and wants to go to the doctor now. He has all the symptoms of OCD, something I have gone through too. It's Saturday and the doctor's offices are closed. He would have to wait until Monday to visit a doctor so he can be referred to a psychologist. He's considering going to the Emergency Room but we don't know if they can refer him to a psychologist. Can a person be referred to a psychologist from the Emergency Room?
