Backing up iPod touch on computer please help?

So I backed up my iPod touch on iTunes but I don't have Internet. If I buy apps from my iPod touch and I backup my iPod, if I lost all my data would I be able to retrieve my apps that I purchased with my backup even though I dot have Internet? Thank you very much
